As a result of the Quality Housing and Work Responsibility Act of 1998 (QHWRA), Public Housing Authorities (PHA) are required by HUD to submit yearly Agency Plans that identifies how their Public and Housing Choice Voucher Programs will be operated. The Public Housing Agency Plans must include a 5-Year and 1-Year plan and be completed in accordance with 24CFR. Part 903 that sets forth the requirements of the Agency Plan submission to HUD.
The 5-Year plan describes the mission of the PHA and the PHA's long-range goals and objectives for achieving its mission over the subsequent five years. The 5-Year planning process requires PHA's to examine their existing operations and needs, and to design long-range and short-range strategies to address those needs.
The Annual Plan provides details about the PHA's immediate operations, program participants, programs and services, and the PHA's strategy for handling operational concerns, residents' concerns and needs, programs and services for the upcoming fiscal year.
